hat does 'structural changes' mean?

I read the September 11 letter to the editor at referred to Eric Resnick's article about leveland City Council's proposed ansgender ordinance.

I'm confused about the explanation that given about the law department's conerns. The letter states, "Changes in policy, rocedure and physical structures would be

required for city-owned properties to prevent discrimination. This could include, but not be limited to, public restrooms and locker rooms. The law department is currently reviewing language that will allow for a reasonable time for the city to be in compliance with making physical, structural changes without being subject to discrimination lawsuits."

Does this mean transgender people will have their own special bathroom? One bathroom

would be for people with vaginas, one would be for people with penises, and the other is for, well "other."

I'm not sure what "structural changes" would be needed for a transgender person to use a bathroom. Don't they simply walk into the bathroom like everybody else? What does "structural changes" mean? Please tell me that I'm mistaken when I read between the lines and see "separate but equal."
